Within the framework of the execution of the Public Investment Budget (PIB), the Mayor of the Bazou Council, Contracting Authority, hereby launches an Open National Invitation to Tender for the solar energy electrification of the Bazou Council building
The works shall notably include the supply and installation of:
- Equipment for an 8 KWc solar PV mini power plant;
- Solar LED lamps;
Solar floodlights
The estimated cost of the operation following preliminary studies is 15,000,000 (fifteen million) CFA francs
The works are divided into a single lot
Participation in this Invitation to Tender is open to Cameroonian-law enterprises with proven experience in the execution of renewable energy projects
The works under this invitation to tender shall be financed by the PIB for the 2026 financial year
The physical tender file may be consulted free of charge at the services of the Contracting Authority during working hours upon publication of this notice.
It may also be consulted online on the COLEPS platform at www.marchespublics.cm and www.publiccontracts.cm, as well as on the ARMP website (www.armp.cm)
The physical version of the tender file may be obtained from the internal public procurement management unit of the Bazou Council upon publication of this notice, against payment to the municipal treasury of the Bazou Council of a non-refundable sum of 30,000 CFA francs, representing the purchase fees of the tender file, payable into the CAS-ARMP special account.
The electronic version of the tender file may also be obtained free of charge by downloading from the above-mentioned websites. However, submission by physical or electronic means is subject to payment of the tender file purchase fees
Each bid, drafted in French or English, in seven (07) copies, including one (01) original and six (06) copies marked as such, shall be submitted against a receipt to the Bazou Council (Procurement Service) no later than ………………… at 09:00 a.m. local time, and shall bear the following mention:

“TO BE OPENED ONLY DURING THE BID OPENING SESSION”
The maximum execution period provided by the Contracting Authority for the completion of the works under this invitation to tender is four (04) calendar months, starting from the date of notification of the service order to commence work
Each bidder must include in their administrative documents a bid bond, hand-delivered, issued by an organization or financial institution approved by the Minister in charge of Finance to issue bonds for public contracts, the list of which appears in Document 14 of the Tender File.
The amount of the bid bond is 300,000 (three hundred thousand) CFA francs, valid for thirty (30) days beyond the initial validity date of the bids.
The absence of a bid bond issued by a first-class bank or a first-category financial institution authorized by the Ministry of Finance to issue bid bonds for public contracts shall lead to the outright rejection of the bid.
A bid bond submitted but not related to the concerned consultation shall be considered as absent.
The bid bond presented by a tenderer at the bid opening session shall not be accepted
The administrative documents, technical offer, and financial offer must be placed in separate envelopes and submitted in a sealed envelope.
The following shall be rejected by the Contracting Authority:
• Bids bearing information on the identity of the tenderers;
• Bids submitted after the closing date and time for submission of bids;
• Envelopes without indication on the identity of the Invitation to Tender;
• Bids non-compliant with the bidding mode;
• Failure to comply with the number of copies specified in the RPAO or offer in copies only;
Any incomplete offer in accordance with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue bonds for public contracts or the failure to comply with the model documents of the Tender File shall lead automatically to the rejection of the bid without any other procedure. A bid bond submitted but not relating to consultation concerned shall be considered as absent. A bid bond presented by a bidder during the bid opening session shall not be accepted.
The bids shall be opened in one phase.
The opening of administrative documents, technical bids, and financial bids shall take place on ___ at 10:00 a.m. sharp in the Council Hall of Bazou Council.
Only bidders may attend the opening session or be represented by a duly authorized person with full knowledge of the file.
On pain of rejection, the required administrative documents must be produced in originals or certified true copies issued by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer, etc.), in accordance with the provisions of the Special Regulations of the Invitation to Tender.
They must be less than three (03) months old prior to the original bid submission deadline or established after the signature date of the Invitation to Tender notice.
In case of absence or non-compliance of an administrative document during bid opening, after a 48-hour grace period granted by the Commission, the bid shall be rejected.
The opening shall take place no later than one hour after the bid submission deadline indicated in the Tender File
1 Eliminatory Criteria
These include:
- Absence of the bid bond at the opening of bids;
- Failure to submit, beyond the 48-hour deadline after bid opening, an administrative document judged non-compliant or absent (except the bid bond);
- False declarations, fraudulent practices, or forged documents;
- Omission of a quantified unit price in the Bill of Quantities;
- Lack of ownership or lease of minimum required equipment;
- Absence of an element of the financial offer (Bid Letter, Unit Price Schedule, Bill of Quantities);
- Absence of the dated and signed Integrity Charter;
- Absence of the dated and signed declaration of commitment to environmental and social clauses;
- Absence in the technical offer of the sworn statement of non-abandonment of works.

Bidders shall remain bound by their bids for ninety (90) days from the deadline for the submission of bids
