Within the framework of the 2025 Public Investment Budget, the Mayor Limbe 1 Council hereby launches an Open National Invitation to Tender (BY EMERGENCY PROCEDURE) for FOR THE OPENING OF FARM TO MARKET ROAD AND CONSTRUCTION OF CULVERTS FROM WONJAMBA RIVER TO BLACK BUSH (1KM).
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications (Document 5)
The estimated cost after preliminary studies is thirty thousand (30 000 000) FCFA

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
Works which from the subject of this invitation to tender shall be funded by The Public Investment Budget for the 2026 financial year, Budgetary Head:

The file may be obtained from the mayor office of the Limbe 1 Council or online on the coleps platfom from09/02/2026 upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of fifty thousand (50,000) FCFA, payable at the Municipal Treasury Limbe1 Council.

“To be opened only during the Bid - opening session
The maximum deadline provided by the Project Owner or Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his/her administrative documents a bid bond issued by CDEC and a first rate banking establishment approved by the Ministry in charge of Finance and recognized and an amount of : Two million (600,000) FCFA.
NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened. Bid bone for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidder shall be retain until required performance guarantee for good execution is provided.

“To be opened only during the Bid - opening session
The bids shall be opened in a single (01) phase on the 13/03/2026 at 11:00 am local time by the Limbe 1 Council Internal Tenders Board in the Conference Hall of Limbe 1 Council.
Only bidders may attend or be represented by a duly mandated person.
. Main Eliminatory Criteria
1- There’s absence of Bid Bond or insufficient bid bond obtain from CDEC.
2- There’s any fake document, false declaration or forged document.
3- There’s absence of quantified unit price.
4- Date of execution more than prescribed.
5- Enterprise with an abandoned contract or incomplete projects. (above 10% penalties without due justification)
6- Non-satisfaction of 75% of the main qualification criteria.
7- Bid with external envelope sign or marks of identification.
8- Featuring on MINMAP list of suspended enterprise.
ii. . Main Qualification criteria
The criteria for qualification of candidates should be on the following:
- Access to credit or other financial sources (fifteen million francs at least)
- Certificate of categorization from MINMAP.
- References of similar jobs; (at least 1)
- Availability of material and essential equipment
- Experience of supervisory staff
- Methodology
- Qualified personnel relevant to the job.
NB: the marking scale for bids by award of points is banned in favor of the binary method (Yes or No).
The jobbing order shall be awarded to the contractor fulfilling the best technical and financial conditions in accordance with article 99 of public contract code
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
