NOTE: Any document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code shall be rejected.
DURATION OF EXECUTION: three (03) months.
Each bidder must include in his/her administrative documents a bid bond issued by CDEC and a first rate banking establishment approved by the Ministry in charge of Finance and recognized and an amount of : (three hundred and sixty thousand France (360.000 ) FCFA.
NB: It is set at 2 % of the estimated amount, all taxes inclusive, and with a validity period of ninety (90) days from the date the bids are opened. Bid bone for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidder shall be retain until required performance guarantee for good execution is provided.

FOR THE REHABILITATION OF A NURSERY BLOCK. (GPNS) MILE 1

NOTE: Any document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code shall be rejected.
The bids shall be opened in a single (01) phase on 12/03/2026at 11amlocal time by the LIMBE I Tender Board Office, located at the Limbe I Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.
15.1: ELIMINATORY CRITERIA
Bids shall be rejected when:
1- There’s absence of Bid Bond or insufficient bid bond. Obtain from CDEC
2- There’s any fake document, False declaration or forged document
3- There’s absence of quantified unit price.
4- Date of execution more than prescribed.
5- Enterprise with an abandoned contract or incomplete projects. (above 10% penalties without due justification)
6- Non-satisfaction of 75% of the main qualification criteria.
7- Bid with external envelope sign or marks of identification.
8- Featuring on MINMAP list of suspended enterprise.
15.2: MAIN QUALIFICATION CRITERIA:
The criteria relating to the qualification of candidates will indicatively be on the following:
1- Certificate of categorization from MINMAP. CATEGORY D
2- Attestation of Solvency from a recognized bank not less than 11,700,000 FCFA
3- Enterprise’s references for the past five years.
4- Methodology /Organization of the site.
5- Availability of materials and essential equipments
6- Experience of staff management and supervisory personels
NB: The marking scale for offers by scoring of points is banned in favor of the binary method (Yes or No).
The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions in accordance to article with article 99 of the public contract code.
Bidders shall be bound by their bids for a validity period of 90 (ninety) days with effect from the date of opening of bids.
Complementary technical information may be obtained from the Mayor’s Office Limbe I Council; from Monday to Friday between 7:30 am and 3:30pm.
