GENERAL CALL FOR EXPRESSION OF INTEREST  Nº000000048/AGMI/MINDDEVEL/PROLOG/UGP/SPM/CA-SPM/2025 OF 30 DECEMBER 2025 FOR THE COMPILATION OF A REGISTER OF COMPANIES INTERESTED IN DELIVERING CLIMATE-RESILIENT INFRASTRUCTURE IN THE SOUTH-WEST REGION UNDER THE LOCAL GOVERNANCE AND RESILIENT COMMUNITIES PROJECT (PROLOG) FOR FINANCIAL YEARS 2026 AND 2027

1.Contexte New(Additif)

To support Cameroon in its initiatives to manage the risks of escalating violence and its decentralization policy, the World Bank has granted the Government of Cameroon a loan of $300 million (approximately 189 billion CFA francs) to implement the Local Governance and Community Resilience Project (PROLOG). This project combines support for decentralisation focused on development commitments while strengthening the resilience capacities of communities, particularly vulnerable households affected by conflicts.

 

The project's development objective is to improve communities' access to climate-resilient infrastructure and strengthen local capacity to manage resources and provide services. To achieve this objective, the project is structured around four components:

Component 1: Improving community infrastructure and basic services;

Component 2: Improving the governance framework at multiple levels and the capacity of decentralised agencies to provide services;

Component 3: Project management, monitoring, and evaluation;

Component 4: Contingency Emergency Response Component (CERC): This component will establish an emergency fund that can be triggered in case of a human-made crisis, public health crisis, or natural disaster, by the official declaration of a national emergency, or upon official request from a member of the Government of Cameroon.

 

As part of its implementation, PROLOG provides grants to Regional and Local Authorities (RLAs) through three windows, namely;

-       The grant for community infrastructure window, open to Councils CISG);

-       The subsidy for inter municipal infrastructure window, open to Regions (IIC);

-       The performance-based subsidy window, open to all RLAs.

To ensure the effective implementation of infrastructure projects resulting from funding for Councils, the National Coordinator of PROLOG launches a General Call for Expression of Interest for the compilation of a register of companies interested in delivering climate-resilient infrastructure in the South-West Region under the Local Governance and Resilient Communities Project (PROLOG) for financial years 2026 and 2027.

2.Consistance des prestations New(Additif)

         AREAS OF INTERVENTION FOR COMMUNAL PROJECTS

The sub-projects financed by PROLOG for the benefit of Councils in the North-West Region are in the following areas:

Area 1

Construction and equipping of hospitals and health centres

Area 2

Construction and equipping of drinking water supply infrastructure

Area 3

Construction and equipping of public lighting infrastructure

Area 4

Construction and equipping of school infrastructure

Area 5

Construction of trade infrastructure

Area 6

Construction and rehabilitation of road infrastructure

Area 7

Construction of collective agricultural infrastructure and irrigation systems

Area 8

Construction of collective livestock infrastructure (animal waste management, demarcation of transhumance routes, setting up of pasture improvement nurseries)

Area 9

Rehabilitation work of liquid and solid sanitation facilities

Area 10

Reforestation and forest management activities, soil erosion prevention

Area 11

Construction of emergency shelters

Application files drafted in French or English must be sent exclusively by email no later than thirty (30) days from the publication date of this Call, with the subject:

NB:

-       Companies wishing to apply for multiple areas must clearly specify the areas applied for and their references;

-       No physical files shall be accepted at the PMU or RCUs.

-       Only complete and satisfactory applications shall be retained and approved for inclusion in the “PROLOG North-West Companies Directory for Financial Years 2026 and 2027”

4.Composition du dossier New(Additif)

The application files must include the following elements:

  • Letter of expression of interest specifying the areas applied for;
  • Trade registration certificate;
  • Attestation of Taxpayer’s Registration;
  • Location plan and attestation;
  • Company references in the areas applied for (contracts, acceptance reports, certificates of completion)

 

5.Critères d'évaluation New(Additif)

Applications shall be evaluated based on the experience and qualifications of companies.
