Within the framework of the execution of the Public Investment Budget 2025, the Senior Divisional Officer  hereby launches in emergency procedure, an Open National Invitation to tender for the THE ENVIRONMENT PROTECTION OF NATURE AND SUSTAINABLE DEVELOPMENT DELEGATION FOR THE UPPER NKAM DIVISION (PHASE2) 

Elevation-reinforced concrete structure and masonry ground floor and upper floor;

Framework - Roofing; 

Metallic works - wood works - glazier;

Plumbing - sanitary

Tiles 

Electricity Works;

Painting Works; 

VRD. 

The estimated cost of the works is CFA francs 70 000 000 (SEVENTY MILLIONS). 

This works shall be divided into one (01) lot

Participation in this invitation to tender is open on equal terms to all Cameroonian law firms with expertise  in the field of buildings and public works. 

The works that are the subject of this invitation to tender shall be financed by the Public Investment  budget 2024 

The tender file may be consulted during working hours at the SDO Contract upon publication of this  Invitation to tender.

The Tender Document can be obtained during working hours from the Senior Divisional Officer Contracts In the divisional office against presentation of a receipt of payment at the Treasury of Bafang non-refundable sum of 70 000 (SEVENTY THOUSAND) CFA francs, representing the cost of acquisition of the Tender file. 

Each bid drafted in English or in French in Seven (7) copies including one (1) original and si~ (.6) copies shaJI be--  submitted at the SDO Contracts, upon publication of this invitation to tender not later than 09/09/2025 at 10 a.m. local time deposited against a receipt 

The maximum execution deadline provided for by the project owner for the execution of the work subject of this  tender is 03 months. The overall execution timeframe indicated above includes the rainy season. 

Each bidder must provide an act of provisional bid bond, valid for thirty (30) days beyond the validity date  of the offers and will be established by a bank approved by the Minister in charge of Finance, the list is annexed. The amount of the bond is CFA francs 1 400 000 (ONE MILLION AND FOUR HUNDRED THOUSAND). 

Under pain of rejection, the administrative documents required, must be produced in originals or true copies  certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer ... ) in accordance with the Special Conditions of the invitation to tender. 

They must not be older than three months preceding the original date of submission of bids (3) months or must not have been established before the signing of the tender notice. 

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry  in charge of Finance

Bids shall be opened in one phase. The administrative, technical and financial bids shall be .opened  09/09/2025 from 11 a.m. local time by the SDO Contract in the presence of the bidders or their duly authorized representatives having full knowledge of the file. 

Eliminatory Criteria 

The Eliminatory criteria set out the minimum requirements for admission to the next essential evaluation

criteria. Failure to comply with these criteria lead to rejection of the tender. These include : 

Absence of bed bond

False declaration or falsified documents

Incomplete or non-compliant administrative file 48 hours after opening

Incomplete financial offer 

Absence of a quantified unit price

Presence in the director of failing companies published by MINMAP 

Technical score less then 70%. (17 YES /19)

Absence of purchase receipt from the DAO upon opening.· 

14.2 Essential criteria

The essential criteria are those so-called primary keys or to judge the technical and financial capacity of 

the candidates to perform the Works, subject of the Listing Application.

The contracting authority shall award the contract to the lowest bidder in compliance with the tender file.

Bidders shall be· bound by their bids fora period of ninety {90) days with effect from the date of opening of bids.
