1.Objet New(Additif)

The Governor of the west Region, Contracting Authority, launches on behalf of west Regional Delegate of PubIics  Works, project owner, an Opened National Invitation to Tender for the execution road development works using hydraulique road binder on sections: 

1-Bilingual high school crossroads· Ngui goverment school crossroads· Llsbonne chiefdom ming »meto- crossroads· presbyterian church (Length 2,600km) 2· Crossroads MC2 Foreke-Dschang·butcher's shop length 1,200km

2.Consistance des prestations New(Additif)

SERIE 000 : INSTALLATIONS AND REMOVAL OF THE SITE

SERIE 100 : CLEANINGA AND EARTHWORKS 

SERIE 200: PAVEMENT

SERIE 300 : SANITATION - DRAINAG

3.Cout Prévisionnel New(Additif)

The estimated cost of this service at the end of the preliminary studies is 400 202 088 

4.Allotissement New(Additif)

The work is divided into a single lot

5.Participation et origine New(Additif)

Participation is opened on equal terms to all companies established in Cameroon. 

6.Financement New(Additif)

The works, which are the subject of this Call for Tenders, are financed by the Public Works Budget, fiscal year 2025. 

7.Consultation du Dossier New(Additif)

The physical tender file can be consulted during working hours at the Regional Commission for Public Procurement of the West at the West Governor's Office in Bafoussam as soon as this notice is published. 

As soon as this notice is published, the Tender File may be consulted during working hours at the Governor's Services, door 114. It  may equally be consulted online on the COLEPS platform at the following addresses: http:J/www.marchespublics.cmand http:J/www.publlccontracts.cmon the ARMP website (www.armp.cm). 

8.Acquisition du Dossier New(Additif)

The physical version of the Tender Documents can be obtained during working hours at the west Governor's Office in Bafoussam,  upon publication of this notice, against payment of a non-refundable sum of 200 000 (Two hundred thousand) CFA francs payable to the West Public Treasury. 

It is also possible to obtain the electronic version of the file by downloading free of charge at the addresses indicated above for the electronic version. However, the submission by physical or electronic means is conditional on the payment of the DAO's purchase fees

9.Remises des offres New(Additif)

The bidder's offer written in French or English must be submitted on the COLEPS platform latest on the 25 Août 2025 at 11 a.m.

 

10.Delai de Livraison New(Additif)

The time frame for the execution of the services is six (06) months. These periods run from the date of notification of the service order prescribing the start of the performance of the services. 

NB: the other phases will be defined according to the availability of funding from the Ministry of Agriculture and Rural Development and will be communicated to the successful bidder at the appropriate time. 

11.Cautionnement Provisoire New(Additif)

Under penalty of rejection, each bidder must attach to its administrative documents, a stamped bid deposit, paid by hand, issued by  a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO for an amount equal to: 8 000 000 (Eight million) CFA francs, valid for thirty (30) days, beyond the deadline for the validity of the offers. 

12.Recevabilité des Offres New(Additif)

For online submission, the maximum sizes allowed for documents to be uploaded to the platform as part of the bidder's offer are as  follows:

• 5 MB for the Administrative Offer;

• 15 MB for the Technical Offer;

• 5 MB for the Financial Offer. 

The accepted formats are :

• PDF format for textual documents;

• JPEG for images. 

Candidates are advised to use compression software to potentially reduce the size of files to be submitted.

The administrative documents, the technical offer and the financial offer must be placed in separate envelopes and delivered in a  sealed envelope.

The following shall be inadmissible by the Contracting Authority: 

Envelopes bearing the information on the identity of the tenderer;

Envelopes received after the deadlines for submission; 

Envelopes that do not comply with the submission method.

envelopes without indicating the identity of the Call for Tenders; 

Failure to comply with the number of copies indicated in the OSPR or offer only copies.

Under penalty of rejection, the required documents in the administrative file must be produced in originals or certified copies by  the issuing department or a competent authority (Prefect, Sub-Prefect, etc.). in accordance with the provisions of the Special Regulations of the Call for Tenders. 

They must be less than three (03) months prior to the original date of submission of tenders or have been established after the

date of signature of the Notice of Invitation to Tender. 

Any incomplete bid in accordance with the requirements of the Tender Documents will be declared inadmissible. In particular, the absence of the bid bond issued by a financial body or institution approved by the Minister In charge of finance to issue the bonds in the field of public procurement or the non-compliance with the templates of the documents in the Tender Documents, will lead to the outright rejection of the tender without any recourse. A bid deposit produced but unrelated to the consultation concerned is considered to be missing. The bid deposit presented by a bidder during the bidding session is inadmissible. However, submission is conditional upon payment of the bidding document purchase fees. For online submission, the bidder must transmit the bid via the COLE PS  platform or any otl')er official electronic communication method specified by the contracting authority. A backup copy of the bid, saved on a USB drive or CD/DVD, must also be submitted in a sealed envelope clearty and legibly marked "Backup Copy," in addition to the above- mentioned indication, within the specified deadlines. 

13.Ouverture des Plis New(Additif)

Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on 25 Août 2025 at 12 a.m.

14.Critères d'évaluation New(Additif)

Eliminating criteria:

• Absence of administrative document or not conformity and not regularize within 48 hours after the opening of  bid;

• Absence of a bid bond at the opening of files; 

• False declarations, fraudulent schemes or forged documents;

• Failure to comply with bids file format; 

• Presence in the list of suspended companies

• Technical note lesser than 70% of total criteria's; 

• Absence of not quantify unite price In the financial file;

• Steal having an on-going project of the year 2024 because of the bidder; 

• Absence of the dated and signed commitment statement to comply with environmental and social clauses,

• Absence of the chart of integrity; 

• Absence of a work manager (minimum A LEVEL+3) with a least 5 years of general experience in construction and publics works domain, registered at the ONIGC. 

15.2 Essential criteria:

The main criteria for qualification details of which are found in Exhibit 12 of this DAO include: 

• OVERVIEW OF THE OFFER, 01 CRITERIA;

• STAFF, 14 CRITERIA; 

• EXPERIENCE, 02 CRITERIA;

• EQUIPMENT, 12 CRITERIA;

• CAPACITY MOBILIZATION OF FINANCIAL RESOURCES, 01 CRITERIA; 

• METHODOLOGY OF EXECUTION OF WORK, 04 CRITERIA.

N.B: Only the offers which will have obtained at least 70% of "yes" on the above criteria will be qualified. 

15.Attribution New(Additif)

The Contracting Authority awards the contract to the tenderer who has submitted a tender that meets the required technical and  financial qualification criteria and whose tender is evaluated the lowest by combining technical, financial and/or aesthetic criteria, including, where applicable, the discounts offered. 

16.Durée Validité des Offres New(Additif)

Bidders remain bound by their bids for one hundred and twenty (120) days from the initial deadline for submission of bids. 

17.Renseignements Complémentaires New(Additif)

Additional information can be obtained during working hours either from the Governor's services, or from the west Regional   Delegation of the Public Work, or online on the COLEPS platform at the addresses http://www.marchespublics.cm and http://www.publiccontracts.cm.
