1.Objet New(Additif)

Within the framework of implementing the activities related to the 2025 Presidential Plan for the Reconstruction and Development of the NW/SW Regions allocated to the Establishment, the Director General of SOWEDA hereby launches an Open National Invitation to Tender for the Recruitment of an Engineering Consultancy Firm for the Control and Supervision of the Rehabilitation of Road from Idenau to Munyenge (56km) in Fako Division, South West Region - By Emergency Procedure by Emergency Procedure.

2.Consistance des prestations New(Additif)

The nature of the service shall consist of Control and Supervision mission for the rehabilitation of road from Idenau to Munyenge (56km).

3.Cout Prévisionnel New(Additif)

The estimated cost of the works following prior studies stands at FCFA 35,000,000 (Thirty Five Million francs) taxes inclusive.

5.Participation et origine New(Additif)

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such services.

6.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by the 2025 Budget of Presidential Plan for Reconstruction and Development of the North West and South West Regions.

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. 10 3.30 p.m.) Mondays to Fridays.

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should rcach the SOWEDA Head Office (Department of Administration and Finance) South West — Buea, against a reccipt flot later than 16/07/2025 at 10.00 a.m. local time in three (03) distinct envelopes which shah be labelled as follows:

-      Envelope A: Administrative Documents;

-      Envelope B: Technical Offer;

-      Envelope C: Financial Offer.

These three (03) envelopes should be put in a fourth one which shall be sealed and labelled imperatively as follows:

10.Delai de Livraison New(Additif)

The maximum duration of execution provided by the Project Owner for the execution of the service forming the subjcct of titis invitation to tender is Six (06) months including one (01) month for production of the final report. This execution duration shah start from the date of notification of the administrative order to commence services.

11.Cautionnement Provisoire New(Additif)

Each bidder shall include in their administrative documents a bid security (in conformity with the model given in the annex) amounting;

Each bid must have a validity of 90 days with effect from the date of bids opening.

The bid bond provided must be in accordance with the Circular Letter No. 000019/LC/MIN1VIAP of 5' of June 2024 relating to the modalities of constitution, deposit, conservation, restitution and withdrawal of bond on public contracts.

The absence of the bid bond issued by a first-rate bank or financial body of first category authorised by the Minister in charge of Finance to issue bonds for public contracts shall lead to the immediate rejection of the offer. A bid bond submitted but that does not have any relation with the consultation concerned shah be considered as absent. The bid bond presented by a tenderer at the bid opening session shah flot be accepted.

13.Ouverture des Plis New(Additif)

The bids shah be opened in a single phase. The administrative, technical and financial bids shah be opened on 16/07/2025 at 11.00 a.m., local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board, in the presence of the bidders or their duly authorized representatives

>     Absence of declaration of non-abandonnent of a public contract during the last three years;
