Within the framework of the Funding Agreement No.2025 1322/L/FEICOM/DG/DIPCCTD/SDIT/ CSETP/CTFPBM/CEAT/2025 between FEICOM and WUM Council for the execution of the 2025 financiaL year, the Contracting Authority, the Mayor of Wum Council, Menchum Division, North West Region, hereby launches an Open National Invitation to Tender No. 013/ONIT/WC/WCITB/2025 UNDER EMERGENCY PROCEDURE OF 10/03/2025 for THE REHABILITATION AND EXTENSION OF WUM GIANT WATER SUPPLY SCHEME, WUM CENTRAL SUB-DIVISION, MENCHUM DIVISION OF THE NORTH WEST REGION.
The works comprise of;
i. Rehabilitation works
1. Rehabilitation of catchment
2. Rehabilitation of treatment station and enlargement of its sedimentation chamber (supply of filtration material inclusive)
3. Repair of leakages on all stretches of the pipeline (All existing diametres taken in to consideration: diam125 NP16 HDPE/PVC pipes, diam 90 NP10 HDPE/PVC pipes).
ii. Construction works
1. Construction of a 50000L tank after the filtration station
2. Construction of a 25000L tank around the SDO’s office
3. Construction of a pipeline as follows:
a. From Main line to 25000l tank: about 450m of diam 63 NP10 HDPE
b. From 25000L tank to some taps upstream Kesu tank: 1500m of diam 50 NP 10 HDPE
c. From Main line to tap at Zekebelewai: 1km of diam 32 NP 10 HDPE
4. Construction of stream crossings below Gendarmerie Company and Hausa quarter
iii. Sustainability works
1. Water quality tests
2. Training of Water Management committees
3. Supply of 6m high ladder for Kesu tank
4. Supply of toolbox to Water Management Committee
5. Production of As-Built network map to scale
The plans and models of the water scheme network are presented in Exhibit 14 of this tender file and are made up of;

The estimated cost of this service is Forty Nine Million Nine hundred and Ninety-nine thousand Nine hundred and Seventy five (49,999,975) FCFA TTC, including taxes.
The works that are the subject of this Invitation to tender include 01 Lot.
Participation is open on equal terms to all Cameroonian companies established in the Republic of Cameroon and meeting the conditions set out in the Special Regulations of the Invitation to Tender (RPAO), which are provided in Document No. 3 of this Tender File.
The said works shall be financed jointly as per the convention signed between FEICOM and WUM Council assigned to the Mayor WUM Council as Authorising Officer with the budgets of 2025 assigned to the Mayor in the Funding Agreement No.2025 1322/L/FEICOM/DG/DIPCCTD/SDIT/ CSETP/CTFPBM/CEAT/2025.
The tender file may be consulted during working hours at the service of SIGAM of the Wum council tel: -----------------------, the divisional delegation of MINMAP or the Regional service of ARMP Bamenda.
The tender file may be acquired from the Wum Council, Mayor’s Secretariat, tel: _____________, upon presentation of a non-refundable treasury receipt (payable at the treasury of the Wum Council) of 100,000 (one hundred thousand) FCFA. Such a receiptshall identify the payer as representing the company that wants to participate in the tender.
Each bid drafted in French or in English, in seven (07) copies including the original and six (06) copies, labelled as such, shall be submitted in a sealed envelope no later than 03/04/2025 at 10:00 a.m. local time, against a receipt at the Municipal Treasury of WUM COUNCIL bearing the following inscription:

The maximum time provided by the Project Owner/Contracting authority to carry out the works which are the subject of this Invitation to tender is Four (04) months from the notification of the Service Order to start works.
Each bidder must include in his/her administrative documents, a bid bond issued by a first class bank or an insurance company approved by the Ministry of Finance, whose list is provided in Document 12 of the Tender File, and amounting to CFA francs One million (1,000,000), valid for thirty (30) days beyond the deadline for the validity of bids; failure which the bid shall be rejected. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required performance guarantee for good execution is provided.
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice..
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.
The opening of the bids in one phase shall be done on 03/04/2025 at 11a.m. prompt in the conference hall of the Wum council Library by the competent tender board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity.
The evaluation of bids shall be carried out in three stages:
Ø 1st Stage: verification of the conformity of each administrative document;
Ø 2nd Stage: Evaluation technical bids;
Ø 3rd Stage: Analyses of Financial bids.
The criteria of evaluation shall be as follows:
16.1-Eliminatory criteria
Eliminatorycriteria fix the minimum conditions to be fulfilled to beadmitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
¨ Absence of an administrative document and not submitted within 48hrs on request
¨ Absence of bid bond
¨ False declaration or forged document
¨ Non compliance with 75% of technical specifications (to be listed)
¨ Absence of quantified unit price)
¨ Non compliance with the model bid.
16.2. Main Qualification criteria:
Essential criteria are those that are primordial or key in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. They must be determined in relation to the nature and content of the works to be executed.
Indicatively, the criteria related to the qualification of candidates will be on:
¨ Financial situation;
¨ Experience;
¨ Personnel;
¨ Equipment.
The jobbing order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, confer article 33 of the public contracts code.
The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
