Participation in titis invitation to tender is open to Cameroonian enterprises that are in compilate with the fiscal loves and having o good experience in the domain concerned.

The said Works shalt be financed by the public investment Budget (MB} of the Ministry of Employment and vocational training for the 2025 financial year assigned to the Mayor of Mbonge Council os Delegated Authorizing officers with Budget Rends N^°

The bids shall be opened in single phase. The opening of the administrative documents, Technical and Financial offers shall take place on the 14TH February 2025 at 11:00 AM local time, by the competent Tenders Board in the presented by duly mandated persons of their choice.

There are two types of evaluation criteria: eliminatory and essentiel criteria. [The atm of these criteria is to identify and reject incomplete bids or bids net in conformity with the essentiel conditions laid down in the Tender File.

i.      Eliminatory criteria

Eliminatory criteria fix the minimum conditions to be fulfilled and to be admitted for evaluation according to the essential  criteria . The non-respect these criteria lead to the refection of the bid made by the bidder.

They refer  especially to

·       The non-respect of Article (92) sub 9 of the Public contracts Code;

·       Deadline for delivery higher thon prescribed;

·       False declaration, forged or scanned documents;

·       A bid with the external envelope corrying a sign or mark leading to the Identification of the bidder.

·       Two Bids with the same personnel

·       Incomplete financial file.

·       Technical ase.e.urnen1 mark lower thon 80% of "Yes".

Essentiel criteria

Essentiel criteria are primordial in the judgment of the lechnical and financial capacity of candidates to

execute the works forming the subject of the invitation fo tender.

The criteria relating to the qualification of candidates ore bosed on the following:

n        General presentation of the tender files;

n        References of the company in similar achievements;

n        Experience of supervisory staff

·                                    Logistics (Equipment);

·                                    Methodology.

·                                    Financial capacity.

n        Attestation of site visit signed by the contractor

·                                    Site visit report signed by the Contractor

·                   The Special Technical Clauses (STC). (Each page should be initialed and lest page signed and stamped);

Special Administrative Clauses completed (each page should be initialed and lest page signed and stamped);

Pre — Financing capacity does not fess thon 73% of the amount required in the offer

The essential criteria are subjected to minima whose detail 1s given in the Special Regulation of the Invitation to tender (RPAO).
