Within the framework of public investment budget (PIB)   for the fiscal year 2025, the Mayor of the FONGO TONGO Council, hereby launches an open national invitation to tender in emergency procedure for the rehabilitation of some communal roads in the localities of FONGO TONGO in THE REHABILITATION OF SOME COMMUNALROADS IN THE LOCALITIES OF FONGO TONGO IN D’ENTRETIEN EN TERRE DU TRONCON OF road ELECAM-LYCEE TECHNIQUE IN FONGO TONGO COUNCIL, MENOUA DIVISION, WEST REGION

The works subject of this contract includes:

• Site installation ;
• Earthworks and pavement ;
• Sanitation-Drainage;
• Various.

The estimated cost of the operation following prior studies stands is twenty five million (25. 000. 000) CFA Francs.

The works shall be divided into one lot D’ENTRETIEN EN TERRE DU TRONCON OF road ELECAM-LYCEE TECHNIQUE

Participation in this invitation to tender is open to all companies under Cameroonian law justifying good skills in terms of roads.

Works which form the subject of this invitation to tender shall be financed by the Public Investment Budget (PIB)  of the 2025 fiscal year;

“To be opened only during the bid-opening session”

The maximum execution deadline provided for the execution of the works subject of this tender shall be four (04) months for each lot.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 14 of the tender file of an amount of five hundred thousand (500 000) CFA Francs for each lot and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

           They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase.

The opening of the administrative documents and the technical and financial offers shall take place on 04/02/2025 at 10 AM o’clock local time in the hall of acts of FONGO TONGO Council by the contract tenders council board placed with the municipality of FONGO TONGO. 

Only bidders may attend or be duly represented by a person of their choice

1-     ELIMINATORY CRITERIA

1-1-  Administrative offer

a.    The absence or non-conformity of bid bonds to the opening of bids

b.    The absence or non-conformity of all other administrative dossiers,  would entail rejection of the offers above a deadline of 48 hours accorded to the tenderer (cf. Art. 92 al 9 of public contract code)

c.     False declaration or falsified document.       

1-2-  Technical offer

a.    The technical score below the required minimum threshold of 70% per cent of positive elements (in at least 14 elements yes out of 18) ;

b.   Financial solvency or line of credit less than fifteen million 15. 000. 000) CFA F for each lot;

c.     False declaration or falsified document.

1-3-  Financial offer :

a)    Omission in financial supply in a quantified unite price

b)    Absence of sub retail price

c)     Modification of a quantity in the financial offer

N.B.: Any incomplete documents and not respecting only one of the eliminatory criteria will be disqualified.

     2.ESSENTIEL CRITERIA 

 N.B.: Tenderer who present a certified copy of the categorization certificate issued by the Minister of Public Contracts or by his duly authorized representative will be exempt from the production in their technical file of supporting documents relating to turnover, references, its own minimum technical and logistical resources, permanent staff and the location of the headquarters.

1-   The mayor of the FONGO TONGO Council will award the contract to tenderer who will submit an offer fulfilling the technical and financial qualification criteria required and whose offer will be evaluated as the lowest.

2-  A tenderer may be awarded all the lots.

Bidders will remain committed to their offers for ninety days (90) from the deadline set for the submission of tenders.
