the General Manager of the Port Authority of Douala, hereby launches in emergency an Open National Invitation concerning the guarding of Port’s properties and facilities and control of traffic at the Port Authority of Limbe Transitional Administration (PAL/TA).
The services, as defined in the Terms of Reference, include guarding port’s facilities and properties and controlling traffic in the various sites below;
- Main Office (Down Beach)
- Bota (Shipping Office and Bota Wharf)
- Guest house (Botanic Garden)
- Tiko Wharf,
- Idenau Terminal.
The services will be financed by the PAL/TA budget, financial years 2025 and following. Imputation: 3205003.
The estimated cost of the project is: 130,656,522 (one hundred and thirty million six hundred and fifty six thousand five hundred and twenty two) Francs CFA. Tax included.
Participation in this Invitation for Tenders is reserved for companies established in Cameroon specializing in the field.

OF22/01/2025 FOR THE GUARDING OF ATPAL FACILITIES AND PROPERTIES AND THE CONTROL OF TRAFFIC IN AND OUT OF THE PORT AUTHORITY OF LIMBE.
The precise time for the completion of the work is Twenty – one (21) months from the
Firm Stretch : 1st April 2025 to 31st December 2025 (09 Months);
Conditional Stretch: 1st January 2026 to 31st December 2026 (12 months).
Each bidder shall provide together with his administrative documents a bid bond issued by a bank or an insurance company approved by the Ministry of Finance listed in part 9 of the tender file for an amount equal to:
This bid bonds must remain valid for thirty (30) days beyond the original date of the validity of the offers.
The other necessary administrative parts will have to be imperatively produced in originals or copies certified by the originating department or an administrative authority, in accordance with the provision of the Particular Regulation of the Invitation to tender.
They must obligatorily go back to less than three (03) months preceding the date of filing by the offers or subsequently be established to the date of signature of the Opinion of Invitation to tender.
The absence of the bid bond results in its outright rejection.
The opening of bids shall be once.
The administrative, technical and financial offers will be opened at the conference hall of Main Office, Down Beach, on 25 FEV 2025 at 02 pm, by the Internal Tenders Board, PAL/TA, sitting in the presence of bidders or their dully mandated representatives having a mastery of the file.
12.1 Eliminatory Criteria
- Absence of the bid bond;
- Absence or non-compliance of another document in the administrative file after 48 hours deadline;
- False statements or falsified documents;
- Omission of a quantified unit price;
- Absence of original Attestation of sites visit
- Absence of an agreement accorded by the President of the Republic
- Absence of references from the bidder
- Technical marks less than 80/100.
12.2. Essential Criteria
The valuation of the tender will be arithmetical and will be done as follow:
- presentation of offer 05 marks
- References of bidder 35 marks
- Competencies of the staff 10 marks
- Material and logistics 30 marks
- Organization of work and staff
deployment 10 marks
- presence of original attestation 05 marks
of site visit;
- presence of an honorable pledge not to have antecedent in the execution of public contract (poor execution, partial performance or abandonment) during the last three (03) years 05 marks
TOTAL 100 marks
The essential criteria are detailed in the RPAO.
Only the tenderers who will have obtained the technical score higher than 80/100 on the essential criteria judged will be technically qualified and admitted with the financial analysis.
