As part of the prevention and road safety activities, the Mayor of Tiko Municipality, Project Owner, is launching a National Call for Tenders by emergency procedure to raise awareness SENSITISE and train operators of motorcycles for free.

The consultant's mission will consist of:

1. The census of commercial motorcycle riders and their meeting pointswithin the Municipality for FREE;
2. the identification of risk factors in relation to commercial motorcycle activities;
3. the formulation of the reference framework for raising SENSITISATION among operators of motorcycles for FREE;
4. Raising awareness, in conjunction with the Municipality, of the operators of motorcycles for free, through exchanges and educational discussion sessions.
5. Establishment of incentive measuresto motorcycle riders to adhere to the sensitization through distribution of helmets and safety jackets with respect to the rules and regulations in force.

The services covered by this Call for Tenders are financed by the Road Fund, financial year 2024

The provisional budget of the operation is fifteen million (15,000,000) FCFA including tax,

The maximum period provided by the Contracting Authority for the execution of the services covered by this Call for Tenders is three (03) months

Under penalty of rejection, the bids must be accompanied by a provisional guarantee (bid guarantee) established according to the model indicated in the Tender File annex N° 2 by a banking institution or any other financial institution approved by the Minister in charge of finance presented on the list attached in the annexes (Document N°11), and an amount equal to three hundred thousand (300,000) CFA francs.

The bid bond will be automatically released no later than 90 days after the expiry of the validity of the bids for unsuccessful bidders. In the event that the bidder is awarded the contract, the bid bond will be released after the final guarantee has been provided

The opening of tenders will be carried out in a single phase place onl3th of December 2024 at 11am, by the Internai Tenders Board at the conference hall of Tiko Council.

Bidders may attend this opening session or be represented by a person of their choice, with a power of attorney duly signed by the bidder.

The competent procurement committee will draw up a report on the opening of the tenders.

11.   1 Elimination Criteria

1.    Failure to present the bid bond at the opening of tenders;

2.    Failure to present after 48 hours a document from the Administrative file (other than the bid bond) and the receipt of purchase of tender file deemed non-compliant or absent at the opening of the tenders;

3.    False declaration, substitution or falsification of administrative documents

4.    Technical score of less than 75 points out of 100;

5.    Absence of a sworn declaration of having never abandoned a public contract;

6.    Presence of financial information in the technical or administrative offer.

7.    Non-acceptance of the clauses of the contract (CCAP, CCTP) not initialled on each page, not signed and no date at the end ;

8.    Absence of one of the financial documents

9.    the list of unit prices according to the model with the indication of the prices excluding VAT in numbers and letters are completed in a legible manner.

10.                Absence the quantitative and estimated detail

12.2 Essentiat Criteria

The scoring of the following essential criteria will be done by points.

Tenders that have not obtained at least a score of 75 points out of 100 of the essential criteria will be deemed technically unqualified and will not be able to access the financial analysis

The Contracting Authority will award the Contract to the Bidder whose bid alter evaluation is the best, i.e. having obtained the highest final score, calculated according to the following weighting formula: Final score = (80xtechnical score + 20xfinancial score)/ 100.

Bidders remain committed to their bids for 90 days from the deadiine for submission of bids
