The works comprise the supply and installation of 65 solar street lamps in NCHEMBA II, KENDEM, NUMBER, TINTO MBU and TINTO KERIEH as described in the special technical specifications and the quantitative estimates.
This project shall be financed by the relevant credit allocation in the PIB 2026 of the Republic of Cameroon as per the amount of :75 000 000 FCFA

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Contract office at the Tinto Council Chamber, MINMAP Mnayu or ARMP Buea.
The file may be consulted during working hours at the Tinto Council Chamber, MINMAP Mnayu or ARMP Buea as soon as this notice is published.
The file may be obtained from the Tinto Council premises as soon as this notice is published against payment of the sum Eighty Thousand (80 000) CFA francs, payable at the Municipal Treasury Tinto, as a non-refundable fee representing the cost of the tender file.
Each bid drafted in English or French in Six (06) copies including One original and five (05) copies marked as such, should be submitted against presentation of a receipt at the Tinto Council premises not later than 17/04/2026 at 09.00 am and should carry the inscription:

The maximum execution deadline provided for by the Contracting Authority shall be three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of One million Five Hundred Thousand (1 500 000) CFA francs with a validity period of thirty (30) days from the date of opening of bids.
On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.
The offers shall be opened in single phase. The opening of administrative offers (Envelope A), the technical bids (Envelope B) and financial bids (Envelope C) on 17/04/2026 at 10 am local time by the Tinto Tenders Board situated at the conference hall of the Tinto Council chambers.
The criteria relating to the qualification of bidders could indicatively be on the following: - Pre-financing capacity Yes/No - Access to a credit or other financial resources Yes/No - Expenditure schedule or other contracts under execution Yes/No - Contractor’s references (at least two references in similar jobs) Yes/No - Availability of material and essential equipment Yes/No - Site visit report Yes/No - Certificate of non-abandonment Yes/No - Experience of supervisory staff Yes/No - Non- abandonment of project in Manyu Yes/No
The non respect of three (03) criteria shall cause the elimination of the offer. 13.
The contract shall be awarded to the lowest bidder who satisfied the administrative and technical dispositions.
Bidders will remain committed to their offers for 60 days from the deadline set for the submission of tenders.
