The Senior Divisional Officer of Nde, launches a public consultation for the materiai equipment (bath 1) and informatics materiai (batch2) for the Ndé divisional Délégation of Empioyment and Vocational Training 

The estimated cost including tax of the services covered by this consultation is 20,000,000 (twenty millions) FCFA (batch 1) and 20,000,000 (twenty millions) FCFA (batch 2)

This consultation is made up of a single batch

This consultation is open to ail companies under Cameroonian law.

The services covered by this consultation are financed by the Public Investment Budget (BIP) of MINEVT for the 2026 financial year.

The Quotation Request file can be consulted during working hours at the Senior Divisional Office Bangangté (général affairs service), as soon as this Notice of Consultation is published.

The Request for Quotation file can be withdrawn from the Senior Divisional Office Bangangté ( général affairs service) against présentation of a receipt for payment of the non-refundable sum of 20,000 (Twenty thousand) FCFA Payable in the Revenues of Finance.

Each offer, written in French or in English in seven (07) copies including one (01) original and six (06) copies marked as such, must reach the Senior Divisional Office Bangangté (secrétariat of the procurement commission)for Procurement, at no later than 20 April 2026 at 10:00 a.m. local time, in a sealed envelope and must bear the following mention, without indication of the identity of the tenderer, under penalty of rejection:

NB: Beyond this time, no offer or modification will be accepted.

The maximum deadlines for carrying out the services covered by this consultation is sixty (60) days, from the date of notification of the Service Order to begin

Each bidder must attach to his administrative documents, a bid bond in the amount of 200,000 (Two hundred thousand) FCFA (bathl) and 200.000 (two hundred thousands) FCFA (bath2) issued by a first-class bank approved by the Ministry of Finance and valld for thirty (30) days beyond. The period of validity of the offers.

The list of approved first-class banks is included in the appendix to the consultation file. Under penalty of rejection, the other required administrative documents must be produced in originals or in certified copies, in accordance with the stipulations of the Consultation Ruies and must be dated less than three (03) months.

Any offer that does not comply with the requirements of this Notice and the Tender File will be declared inadmissible.

The opening of the folds will be done In one time. The opening of the administrative, technical and financial documents will take place on 20 April 2026 at 11 a.m. by the Departmental Procurement Commission of Nde, in the presence of the tenderers or their duly authorized représentatives.

Elimination criteria:

Absence of bid bond at the opening of bids;

Failure to submit, beyond the 48(forty-eight) hours deadiine after the opening of bids, a document of the administrative file deemed non compliant or absent (except the bid bond);

False déclarations, fraudulent schemes or forged documents;

Failure to comply with Xessential criteria (X referring to the qualification threshold of technical bids)

Absence of the sworn statement for not having abandoned contracts during the iast three years;

Failure to comply with bids file format;

Absence of a quantified unit price in the financial offer;

Absence of an element in the financial offer (submission, BPU, DQE);

Absence of integrity charter dated and signed

Absence of the dated and signed commitment statement to comply with environmental and social clauses.

NB; Depending on the specificity of the service, other relevant criteria may be added when drafting the Tender File

The Contracting Authority wili award the contract to the tenderer whose offer will be evaluated the lowest and deemed to be in conformity with the consultation file by fulfilling the technical and financial capacities.

Bidders presentlng aberrant bids (abnormally low) will be disqualified following the prescribed regulatory procédure, namely obtaining the opinion of the ARMP after having first questioned the bidder concerned

Tenderers remain committed to their tenders for a period of sixty (60) days from the deadiine for submission of tenders
