As part of the execution of the Public Investment Budget, the Mayor of the Municipality of Batié, Contracting Authority issues the notice of a request for quotation to proceed with the equipment of the medical center of the district of Batié, Department du Ndé, Western Region in Emergency procedure

The estimated cost and the amount of the deposit are contained in the table above

Participation in this quotation request is open to Cameroonian companies with proven experience in the field located in Batié or Mbouda council

The provision of the objects of this consultation is financed by: The Public Investment Budget, MINDDEVEL

The listing request file can be withdrawn from the Municipality of Batié against presentation of a non-refundable receipt in the amount of fifteen thousand and five hundred francs (15,500f) Payable to the municipal revenue office of the Municipality of Batié.

Each offer, written in French or English in seven (07) copies including an original and six (06) copies marked as such, must reach the Municipality of Batié no later than 04/03/2026 at 09 am local time in a sealed envelope. Beyond this time, no offer will be accepted. No duly submitted offer may be modified or withdrawn and must bear the following mention:

The maximum timeframe provided by the Client for the completion of the supply covered by this quotation request is one (01) months

The Bids must each be accompanied by a bid bond of one hundred and eight thousand five  CFA francs (8,500 FCFA) issued by a banking or insurance establishment approved by the Ministry of Finance. The validity of this deposit should be ninety (90) days, counting from the date of deposit of the offers.

Under penalty of rejection, the required administrative documents must imperatively be produced in originals or in certified true copies by the issuing department, in accordance with the listing provided for in Article 3 of these Listing Request Rules. They must be dated less than one (01) months

Any offer that does not comply with the requirements of this notice and consultation request file will be systematically rejected, in particular:

- the absence of the bid bond;

- non-compliance with the models of the documents in the quotation request file;

- a false declaration;

- a forged part will result in the rejection or elimination of the offer without any recourse.

NB: Checks, even certified, will not be accepted in lieu of tender deposits

The offers will be examined on 04/03/2026 at 10 p.m. in the conference room of the Municipality of Batié by the Internal Commission of Procurement Public contracts with the Municipality of Batié sitting in the presence of the tenderers or their duly authorized representatives and having a perfect knowledge of the file.

The offers must be quantified excluding value added tax (HTVA) and all taxes included (TTC) and accompanied by the signed, sealed and dated submission template

MAIN ELIMINATORY CRITERIA

•                      Absence of bid bond and CDEC receipt at the opening of bids;

•                      Failure to submit, beyond the 48(forty-eight) hours deadline after the opening of bids, a document of the administrative file deemed non-compliant or absent (except the bid bond);

•                      False declarations, fraudulent schemes or forged documents;

•                      Failure to comply with 70% essential criteria (70% referring to the qualification threshold of technical bids)

•                      Absence of the sworn statement for not having abandoned contracts during the last three years;

•                      Absence of a quantified unit price in the financial offer;

•                      Absence of an element in the financial offer (submission, BPU, DQE);

•                      Absence of integrity charter dated and signed

•                      Prouft of acceptation of contract conditions

•                      Absence of localization plan in Batié or Mbouda Council

•                      Absence of categorisation

The Mayor of the Municipality of Batié, Contracting Authority, will award the contract to the bidder whose offer has been recognized as essentially compliant with the request for quotation and who has the technical and financial capacities required to perform the contract satisfactorily and whose offer has been evaluated as the lowest, including any discounts offered

Tenderers remain committed to their offers for a period of ninety (90) days from the deadline set for the submission of tenders
