Within the frame-work of the 2025 Public Investment Budget, the Contracting Authority (LORD MAYOR OF BENAKUMA COUNCIL), hereby representing the State of Cameroon, launches a REQUEST for QUOTATION for the SUPPLY OF MEDICAL EQUIPMENTS TO THE BEFANG AND MODELE INTEGRATED HEALTH CENTERS  in Menchum Valley Sub Division of Menchum Division -North West Region.

The works subject of this invitation to tender shall require the Supply of Medical Equipments to the Befang and Modele Integrated Health Centers   in Benakuma Municipality in Menchum Division of North West Region.. The works and service required are found in the detailed description mentioned in the respective bills of quantities and cost estimates.

The estimated cost of the operations (tasks) following feasibility studies stands as specified in the table below:-

            The works subject of this Request for Quotation shall be in one lot defined with specifications as in the table below:-

Participation in this Request for Quotation is open to all registered and qualified companies or groups of companies based in the Republic of Cameroon with the required technical and professional expertise in the domain of health accompanied by the necessary financial capability.

Works which form the subject of this Request for Quotation shall be financed as per the programmed budget head of the 2025 Minitry of Public Health of the Republic of Cameroon as specified in the table below:-

           The Tender documents may be consulted immediately after publication of this Request for Quotation from the Services of the Contracting Authority (Service in charge of  contracts) during working hours at the Council’s Office in Benakuma. Contact: 674 942 923 / 696 312 855

The Tender documents shall be obtained immediately after publication of this Request for Quotation from the Services of the Contracting Authority during working hours at the Council office in Benakuma. The document shall be obtained upon presentation of a Municipal Treasury receipt from the Benakuma Council Municipal Treasury showing the payment of a non-refundable sum of Forty thousand (40,000) francs CFA.

Each bid written in English or French shall be signed by the bidder or by a duly authorized Representative and presented in seven (7) copies that is one (01) original and six (06) copies labelled as such. These shall be submitted in one sealed external envelope containing three (3) envelopes, that is, Envelope A: Administrative Documents, Envelope B: Technical documents and Envelope C: Financial documents. It shall reach the council office in Benakuma not later than the 28 NOV 2025 at 10am local time. The sealed external envelope shall be free of all identification marks, without which it shall be rejected.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this Request shall be sixty calendar days (60days) with effect from date of notification of the Service Order to start execution.

       Each bidder shall enclose in his administrative documents a bid bond issued directly in the bidder’s name by a first rate bank approved by the Ministry in charge of Finance and that shall respect the model in this tender file featuring on the list in document 12 of the tender file and valid for ninety (90) days beyond the original date of the validity of the offers.

Each bidder should include in his administrative document, a bid bond of FCFA 1,261,905

 (One million, two hundred and sisty one thousand, nine hundred and five CFA francs) issued by a first rate-bank or financail body approved by the Ministry in charge of Finance in conformity with COBAC conditions.  

Against the risk of being rejected, only originals or true copies certified by the issuing service or administrative authorities of the administrative document required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the invitation to tender. They must obligatorily not be older than three (03) months or must not be produced after the signing of the tender file.

            Any offer not in conformity with the prescriptions of this notice and tender file shall not be accepted, especially the absence of a bid bond issued by a first rate-bank, approved by the Ministry in charge of Finance, or the non-respect of the model of the tender file documents, shall lead to a pure and simple rejection of the offer without any appeal being entertained

The bids shall be opened in single phase. The opening of the administrative documents and the Technical and Financial offers will take place on the28 NOV 2025 at 11:00 am local time, by the Benakuma Council Internal Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice

The bids shall be evaluated according to the main criteria as follows:

A.      Eliminatory criteria

1-     Absence or non-conformity of an element in the administrative file; the bidder shall be given 48hrs to replace it

2-     Non conformity of technical specifications

3-     Deadline for delivery higher than prescribed;

4-     False declaration or falsified documents; the bidder shall be given 48hrs to replace it

5-     Absence or insufficient bid bond or bid bond not issued by CDEC;

6-     A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.

B.      Essential criteria

The criteria relating to the qualification of candidates could indicatively be on the following:

1-     General presentation of the Offer;

2-     References of the company in the similar achievements;

3-     Logistics.

4-     The Pre – Financing capacity greater or equal to  the amount required in the offer;

5-     Certificate of guarantee delivered by the supplier;

6-     The Special Technical Clauses initialed in each page;

7-     Special Administrative Clauses completed and initialed in each page;

8-     Attestation of site visit signed by the contractor or his representative

9-     Report of site visit signed by the company Director or his representative

  The bidders shall remain committed to their bid for 60 days from the   deadline of the    submission
