CONSULTATION N°02/RQ/TC/TCITB/ 2025 OF 28/02/2025FOR PURCHASE AND SUPLY OF EQUIPMENTS FOR THE MULTIPURPOSE YOUTH EMPOWERMENT CENTRE- TUBAH SUB DIVISION MEZAM OF THE NORTH WEST REGION.

 

The Lord Mayor of Tubah Council, Contracting Authority hereby launches a Request for Quotation FORPURCHASE AND SUPLY OF EQUIPMENTS FOR THE MULTIPURPOSE YOUTH EMPOWERMENT CENTRE- TUBAH SUB DIVISION MEZAM OF THE NORTH WEST REGION

2.Consistance des prestations New(Additif)

The services of this request for quotation include the supply of items described in the bill of quantities and cost estimates below;

 

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is 10,000,000(ten million francs);

4.Allotissement New(Additif)

The supply is one lot as follows:

 

PURCHASE AND SUPLY OF EQUIPMENTS FOR THE MULTIPURPOSE YOUTH EMPOWERMENT CENTRE- TUBAH SUB DIVISION MEZAM OF THE NORTH WEST REGION.

5.Participation et origine New(Additif)

Participation to this consultation is open to Small and Medium Size Enterprises with proven experience in this domain.

 

6.Financement New(Additif)

Supplies which form the subject of this Request for Quotation shall be financed by the Budget of the Ministry of MINMESSA.

 

7.Consultation du Dossier New(Additif)

The Tender file could be consulted at Tubah Council, (SIGAM OFFICE) upon publication of this invitation to Tender

 

8.Acquisition du Dossier New(Additif)

The file may be consulted and obtained at the Tubah Council, SIGAM OFFICEwith effect from the date of signature of this Tender Notice upon presentation of a receipt attesting to the payment of a non-refundable sum of 20,000(twenty thousand) into the Tubah Council Municipal Treasury, representing the cost of purchasing the tender file.

Complete bidders’ files, including all administrative documents, must be deposited in 04 copies including the original file and 05 copies Marked as such on the 27/03/2025at 10:00am local time in sealed envelopes, in the Mayors’ Secretariat  caring the following inscription

10.Delai de Livraison New(Additif)

The dead line of execution is Sixty (60) days from the date of notification for this Jobbing Order to begin.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his Administrative Documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in this Consultation File, of an amount 200,000 CFA (two hundred thousand)

 

12.Recevabilité des Offres New(Additif)

13.Ouverture des Plis New(Additif)

Bids will be opened on the 27/03/2025at 11:00 AM in the conference hall of the Tubah Council, by the Tender’s Board members, in the presence of the bidders or their mandated representatives with full knowledge of the files if they so desire.

 

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission

14.Critères d'évaluation New(Additif)

The bids shall be evaluated according to the main criteria as follows:

 

  1. Eliminatory criteria

 

  1. - Absence of a Bid Bond;
  2. Incomplete or non -compliant administrative file at the end of the 48hrs period granted by the procurement Commission to comply.
  3. False declaration or falsified documents;
  4. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
  5. Non-compliance with model bid
  6. Absence of a quantified unit price;
  7. Non respect of 75% of essential criteria;

 

 

 

 

 

  1. Essential criteria

1-     General presentation of the tender files;

2-      Financial capacity;

3-     References of the company in similar achievements;

4-     Catalogue of equipment in colour including specifications and references;

5-     Quality of trainer (personnel)

6-     Draft jobbing odder duly filled initialed in all pages signed and dated on the last page.

 

15.Attribution New(Additif)

This evaluation will be done in a binary way (yes) or (no) with an acceptable minimum of 70% of the essential criteria taken into account.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest feasible amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the panelised/eliminatory criteria and at least 70%of the essential criteria.

16.Durée Validité des Offres New(Additif)

The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.

 

17.Renseignements Complémentaires New(Additif)

Complementary information which could be technical in nature can be obtained from the Mayor’s Office.
